plymouth laser dohc engine help!!

hi guys, so a friend of mine is looking to buy a 92 plymouth laser for $500, that has a fully rebuild and bored oversize engine and transmission with about 5000 miles since the rebuild. the issue is it has a broken balance shaft (2.0L dohc turbo engine). does anyone know how much work it would be to fix and if it would be worth it? thanks.

if u pick it up. put in the counter shaft DELETE kit. there known to lock up after rebuilding.
