i recently started tearing apart one of my g54b motors and found that someone had cut off the arms that extends to the jet valves. is this a good or bad thing?

it is fairly common to do since they are too cheap to buy the older style mechanical type.

Also a way to stop the jet valves from opening, although its a cutoff wheel type of thing. x2 on being cheap about getting the right rockers - the head may have been changed to a non jet valve head and they used the original rockers from the jet head.
