I don't believe there is a valve in the red circle. That is where the egr valve gets the exhaust gases from the exhaust manifold. The egr valve is at the other end of that tube though. And that is vacuum controlled.

I'm going to need some clarification here as I don't think this feeds the EGR.

The other red circle is what's at the end of that tube. And that vacuum controlled valve feeds the exhaust directly to the side of the air cleaner.

As far as I know, the EGR is on the intake manifold. But of course, I could be wrong.

The top circle is the egr vale, and the tube feeds from the exhaust manifold to the egr, then to the air cleaner with a vacuum signal.

That top circle is not the egr valve, the egr valve is on the front side of the intake manifold

It is a reed valve, used in place of an air pump to inject air into the cat to dilute the exhaust gases. The valve only opens when a cylinder fires and spent gases are pushed out the exhaust manifold. If the valve is bad(stays open) it will cause a huge exhaust leak and the motor will run like crap. If you don't have smog to deal with, plug the hole in the exhaust manifold where the pipe enters. If you could find a new one, expect to pay upwards of $300 for one. Its really not necessary if the truck is tuned up for normal use.
