TIMING ISSUES G63B 2.0 carbureted

Morning Guys, well i finally got the old girl cranked and idling smooth however im having what i think is a timing issue. the timing was set at 17 btdc which is way retarded accoring to the factory service manual and sticker under the hood it should be at 5 btdc it seems the close i adjust the timing to 5' the truck begins to run worse its firing back through the carb and stumbling on accelration its possible that the engine was not timed correctly upon reassembly when the belt was changed but i didnt own the truck when that was done so i dont know it for sure. any insight will be GREATLY APPRECIATED! also what is the silent shaft for? never seen this on an engine this is my first mitsu anyone know?
