Double check all the timing marks. Make sure the cam is not advanced 1 tooth. Also make sure there is nothing holding the throttle open. The cable should have some slack. Last check for vacuum leek.
Let us know what you find.

Well that was fairly straight forward on the repair. Let us know if there is something else we can give you ideas on. It's our pleasure.

Why did the kid tighten down the idle screw? There must have been something else going on that the maxxed-out idle compensated for.
Watch out for spreading the idle needle seat on that carburetor. You'll need a new throttle-body if he tightened the screw down real hard. If you can replace the needle, and it fixes, you're lucky. Symptom is uneven idle that absolutely will not adjust out.

Is there a specific way to adjust idle screw

Wind the idle air needle in until it seats, then turn it 1 1/2 to 1 3/4 turns out. Wind out the throttle stop and wind it back in until it is just resting on the linkage. Start it up and check ignition timing, then make your adjustments (hopefully nobody has messed with the SAS-1 and 2 screws)
