I have a (new to me) ‘92 Mighty Max, engine - 4G64 ext. S22.

The previous owner installed a flatbed and I think they messed
up the wiring for the turn signals.

When I engage the turn signals, the hazards come on - both front and back.
it also displays the hazard lights on the dash when the turn signals are engaged.

Also, my E-brake light is constantly on, even though it’s not engaged.

Any thoughts?

First check your brake fluid level.

when they put on the flatbed, did they stay with separate lights for turn signals and brakes?

Nah, they used multi (3-way) functional lights.
