Does anyone know the measurement for the ride height in the front? And is it measured huh center to bottom of fender. My ride height looks like the torsion bars have been cranked up but looking at them from underneath one side is cranked way more than the other and the wheels are towed out. I want to get it straighted up before new tires.

if they are cranked up, they will give you the negative camber you are seeing. A set of 2nd gen Montero 92 -95 (not Montero sport) ucas will fix that problem - they are longer and push the top of the wheel back out where they should be, and add 1-2 inches of lift as well.

Not unusual, one of your bars is getting weak hence the difference in the adjustment. I replaced my Sway-A-way when this happened. Adjustment now is equal. They are sold out but still have the specs to make them again. John Baker used them, Brian Skipper is a super guy, genuine off road enthusiast. He owns the company. Not sure what the price would be, I would expect about $700 a pair.
