Does any one still make a bed cap for 1989 Ram50 short bed?
Are used ones hard to find? I haven't found one yet.

IDK but here is the page most outfits use to determine box sizes. https://raybuck.com/pickup-truck-bed-size-dimensions/
That way you can find one by dimensions that is not necessarily listed as for your truck.

These trucks are very common here in nz, i have never seen a hard top for them. Most people get an alloy checkerplate one made up with rails on top to tie stuff down

Hard bed tops weren't even a thing when these trucks made it onto the market. The odds of finding ones for another truck that fit properly is unlikely. The fibreglass ones crack eventually from the huge amount of air being forced over them. A 'possible' alternative is to use aluminium composite panels with aluminium extruded channeling for a support frame (the stuff they make real estate signs out of) IDK if this has been done before but I'd imagine it would be easier than trying to DIY fibreglass form one...

I had one on mine when I bought it. Took forever to give it away.
Edit- This was a camper shell not a touneau
