To me, it sounds like whoever did your timing belt didn't properly line up the balance shaft gear when doing the timing belt. Just the thing that comes up on the top of my head.
Is it a hard fix or should I have someone look at it?
Well if it is the balance shaft then the only way yo double check that is yo take the drive accessories and timing cover. Set to the engine so the marks line up. If something is off then whoever did your timing belt job should redo it, unless your confident on doing it yourself. Do you have atleast a chiltens or haynes manual?
That also can be caused by a tensioner that is too loose or bad - was it changed with the belts? I second the silent shafts out of time with the engine - 1 tooth off and a smooth engine will shake your guts out.

i would have to agree on it being the balancer. Not too difficult to check and fix yourself, if you research what the proper alignments are. (what mark lines up with what) its just time consuming if you take the fan, shaft, timing cover, and all that mess off.
Was this resolved? I also found out that the oil pump gear has a timing mark on it as well. The timing mark is there in relation to the balance shaft. So if it's not the balance shaft, it could be the oil pump gear.
Haven't got to look at it man still in the process of gettin tools n what not
K. I figured I found another thing to look for and wanted to share. Keep us posted.
The Oil pump shaft and the Drivers side balance shaft are the same thing, all one assy. There is a specific procedure for aligning the balance shafts, if the guy who did it doesn't usually do mitsu's they likely messed up.
see section 11C-28 in the engine manual here.
